California is adopting a cap and trade scheme to reduce greenhouse gas emissions that will see companies penalised if they surpass caps being set on carbon dioxide emissions. The policy, which has just been approved by the California Air Resources Board (CARB) is part of the state's climate change law that aims to bring carbon pollution in the region down to below pre-1990 levels over the next nine years. The resolution comes after years of wrangling with oil companies over legal challenges to a capping system and could become a blueprint for the rest of the US.
